Maryland Regulatory News - Fall 2025
1. On June 11, 2025, the Maryland Health Services Cost Review Commission adopted a 5.86 percent overall hospital revenue increase, including 3.36 percent for inflation, and a 4.90 percent per capita revenue increase, effective July 1, 2025.
2. Effective July 1, 2025, the Maryland Department of Health lifted the moratorium on newly enrolling Medicaid providers for Psychiatric Rehabilitation Programs (PRP), Psychiatric Rehabilitation Programs (Health Home), Level 2.5 Partial Hospital Programs (PHP), and Level 2.1 Intensive Outpatient Treatment Programs (IOP) in 14 Maryland Counties and extended the enrollment moratorium in 10 Maryland Counties.
