Maryland PSC Launches PC 75 to Implement NGEA Storage Mandate
The Maryland Public Service Commission (PSC) has officially launched Public Conference 75 to implement the Next Generation Energy Act (NGEA) requirements for transmission-connected energy storage.
Under the NGEA, the PSC must procure 1,600 MW of front-of-the-meter, transmission-connected energy storage through two competitive solicitations of 800MW each, with the first by January 1, 2026. To support this effort, the PSC has retained Power Advisory LLC, with Customized Energy Solutions leading the quantitative analysis of project proposals.
Power Advisory has just released the attached Request for Information (RFI) seeking stakeholder input on key aspects of the upcoming first-round solicitation. Feedback is invited on topics such as:
- Contract structures (15-year minimum term, partial tolling design)
- Project timelines and interconnection challenges
- Performance penalties and risk allocation
- Evaluation of hybrid vs. standalone storage
- Safety, permitting, and community benefit requirements
- Non-price and qualitative factors in proposal evaluation
Responses were due on October 28, 2025 at 5PM EST. All public comments will help shape the first Request for Applications (RFA), expected later this year.
